Who Qualifies for a Connecticut Non-Resident Pistol Permit

Connecticut General Statute § 29-28 permits any legal U.S. resident who holds a valid carry permit or license from another state — provided that state's standards meet or exceed Connecticut's requirements — to apply directly to the SLFU for a non-resident state pistol permit. You do not go through a local CT police department as an out-of-state applicant; the entire application goes directly to SLFU in Middletown. This Connecticut pistol permit class prepares that packet from start to finish.

New York pistol license holders — including NYC, Nassau, Suffolk, and Westchester county licensees — generally satisfy this threshold. Qualified applicants who meet the statutory criteria may apply directly without going through a local CT police department.

This class is also appropriate for holders of NJ Permit to Carry, MD Wear & Carry, and other multi-state carry permits who wish to add Connecticut to their coverage.

⚠ Prerequisites — Read Before Registering

This class requires prior NRA-based firearms safety training with live fire. You must bring a certificate from an NRA Basic Pistol, NRA Defensive Pistol, or equivalent NRA-curriculum course completed within the past two years. NY Safe's NY CCW class (16+2 hours) may satisfy this requirement when Peter's NRA instructor credentials are listed on your certificate — which they are on every certificate we issue. The CT class does not include range qualification or NRA certification.

You must also hold a current, valid carry permit or license from your home state at the time of application. An expired permit will result in a rejected application.

Bring your original carry permit (or legible copy) and your prior NRA-based course certificate to class.

CT Legal Review

About the Required Prior Training

Connecticut requires a qualifying handgun safety course with live fire, completed within the past two years. In most cases, a certificate from our NY CCW class — or the equivalent Nassau, Suffolk, or Westchester class — may satisfy this requirement, provided the instructor lists their NRA credentials on the certificate. NY Safe's 16+2 hour NY CCW course is built on NRA Basic Pistol and/or NRA Defensive Pistol curriculum, and Peter's NRA instructor credentials appear on every certificate issued.

Not included in the $200 class fee: CT government fees total $157 — a $70 check to the State of Connecticut plus $87 paid online to IDEMIA. See the fee detail below.

Action Required Before Class

IDEMIA Pre-Registration for Fingerprint Processing

Connecticut requires fingerprint-based background processing through IDEMIA (formerly MorphoTrust). You must complete the online pre-enrollment before attending class — this cannot be done the day of class.

The IDEMIA online fee is $87 total: $75 for the fingerprint background check + $12 for SLFU to process your card. Both are paid together during online pre-enrollment.

How to Pre-Register with IDEMIA

  1. Go to ct.flexcheck.us.idemia.io/cchrspreenroll
  2. Enter the service code from your SLFU application packet (provided in your CT out-of-state packet from SLFU)
  3. Confirm the fingerprint reason by selecting "Yes — this information looks correct"
  4. Complete all required (blue-highlighted) fields and submit pre-enrollment
  5. Pay the $87 processing fee online
  6. You will receive a confirmation email with a barcode — print this and bring it to class. It must be included with your mailed fingerprint card.

Firearms Safety Course Certificate (Within 2 Years)

Your prior NRA-curriculum course certificate with live fire plus the CT certificate of completion issued at this class. Both are required under current CT supplemental training requirements. NY Safe's NY CCW class certificate (with NRA instructor credentials listed) may satisfy the prior training requirement in most cases.

Copy of U.S. birth certificate or U.S. passport. Send a copy — never send originals. Legal aliens: include copy of Alien Registration card.

DPS-793 — Local Permit Verification

Connecticut requires that your home-county carry permit be verified in good standing by the authority that issued it. The DPS-793 must be signed by an official from that issuing office before your packet can be submitted. Obtain this signature before class — it cannot be completed on-site at NY Safe.

NYC Permit Holders

Email [email protected] with your completed DPS-793 form. In our experience, NYPD often responds with the signed form in under 3 business days — making this the fastest route for NYC licensees.

Nassau, Suffolk, Westchester & Other Counties

Most county licensing authorities require an in-person visit to have the DPS-793 signed. Contact your county pistol licensing bureau ahead of time to confirm their process and hours before making the trip.

Do I need to complete the IDEMIA pre-registration before class?

Yes. IDEMIA pre-registration is required before fingerprints can be taken. Visit ct.flexcheck.us.idemia.io/cchrspreenroll and enter the service code provided in your SLFU application packet. Complete the enrollment, pay the $87 fee, and bring your printed barcode confirmation email to class. Without it, fingerprint services cannot be performed.

Does my NY pistol license qualify me to apply for a CT non-resident permit?

Generally yes. New York pistol licenses — including NYC, Nassau, Suffolk, and Westchester — are widely accepted as meeting or exceeding Connecticut's statutory threshold under CGS § 29-28. What does "best effort" fingerprinting mean?

We complete ink fingerprint cards (FBI FD-258) for all students who have completed IDEMIA pre-registration. In rare cases, physical limitations (e.g., worn fingerprints) may prevent acceptable card quality. In those situations, students can visit a certified fingerprint agency or local police department. Note that IDEMIA may also reject cards electronically after mailing — monitor your email carefully for rejection notices from IDEMIA.

What is the DPS-793 Local Permit Verification form, and who signs it?

Connecticut requires that your home-county carry permit be verified in good standing by the issuing authority before your application can be submitted. The DPS-793 must be signed by an official from that office confirming your permit is current and has never been revoked. You must obtain this signature before class — it cannot be done on-site at NY Safe.

How long does CT take to process the application?

Connecticut's SLFU states to allow up to five months for processing, but in our experience applicants have been seeing approvals significantly faster than that. Once approved, the non-resident state pistol permit is mailed directly to you. Timelines can vary and are not guaranteed.

Where is a Connecticut non-resident permit recognized?

Recognition depends entirely on the laws of each individual state. Connecticut itself does not honor carry permits from any other state. Whether other states recognize a CT non-resident permit varies and is subject to change.

What if I haven't taken the NRA Basic Pistol course yet?

You'll need to complete qualifying NRA-curriculum training before attending the CT class. NY Safe's NY CCW class — available as our NYC CCW class, Nassau County CCW class, Suffolk County CCW class, or Westchester County CCW class — may satisfy this requirement in most cases.
