Why New York Residents Get a Maryland Wear & Carry Permit

Maryland sits between New York and Washington, D.C. If you travel to the mid-Atlantic region for business, family, or recreation, your New York Pistol License does not authorize carry in Maryland. Maryland does not honor permits from any other state. To carry legally in Maryland, you need a Maryland-issued Handgun Wear and Carry Permit — period.

Once you hold a valid Maryland permit, it can open additional reciprocity doors in other states that recognize Maryland. What the Maryland Wear & Carry Permit Requires

Maryland’s Wear and Carry Permit is now issued on a shall-issue basis. If you meet the eligibility criteria and complete the training requirements, the Maryland State Police must issue your permit — no special justification required beyond self-defense.

Fingerprinting for Non-Residents

Maryland’s Wear and Carry application is built around a LiveScan fingerprint receipt for upload to the Licensing Portal. While state materials anchor the process to LiveScan, some out-of-state applicants may use official MD CJIS ink fingerprint cards instead. In that workflow, MD CJIS processes and converts the cards through Maryland’s fingerprint system and issues the same receipt needed for the portal application. This option can add time, because you cannot submit the Wear and Carry application until that receipt is issued. NY Safe can walk you through this process — and has done so with many students. Create Your MSP Licensing Portal Account

Applications are submitted exclusively through the Maryland State Police Licensing Portal. Create your account and select “Wear and Carry Permit — Initial Application.” Have your email address ready — all permit communications and renewal reminders are sent through the portal.

Upload Documents & Pay the Application Fee

Upload your training certificate, MSP 29-14 score sheet, fingerprint receipt, and a passport-style photo. Complete the application and pay the $125 non-refundable fee online by credit card. Await MSP Review — Typically Within 90 Days

Maryland State Police conducts a background investigation. If any documentation is incomplete, they will notify you through the portal and allow time to correct it. Most applicants receive a determination within 90 days. Your initial permit is valid for two years plus remaining months to your birth month.

Renewal note: Renewals require only 8 hours of training and can begin 90 days before permit expiration. Renewal permits are valid for three years. Training must be completed within two years of your renewal submission.

What is the prerequisite for the NY Safe Maryland class?

This is NY Safe’s enrollment requirement, not a Maryland state requirement. A valid New York Pistol License is required to enroll in NY Safe’s Maryland class because our MD curriculum is built on top of our NY CCW 18-hour foundation. If you do not yet hold a NY Pistol License, start with the NY 18-hour CCW class.

Does Maryland recognize my New York Pistol License?

No. Maryland does not honor carry permits from any other state. To carry legally in Maryland you must obtain a Maryland-issued Handgun Wear and Carry Permit from the Maryland State Police.

What score do I need to pass the live-fire qualification?

Per MSP’s Basic Shooting Course for carry permit applicants, you must fire a minimum of 25 rounds from no farther than 15 yards and achieve at least 70% accuracy. Upon passing, you receive the signed MSP 29-14 Certified Qualification Score Sheet required for your permit application.

How long does the Maryland permit last, and what does renewal require?

Your initial permit is valid for two years plus remaining months to your birth month. Renewal permits are valid for three years. Renewal training requires only 8 hours (versus 16 for initial), completed within two years of your renewal submission. You can begin renewing 90 days before expiration.

What is the application fee?

Maryland’s current application fee for an initial Wear and Carry Permit is $125, non-refundable, paid online through the MSP Licensing Portal. Always verify the current fee directly on the MSP Fee Schedule before submitting — fees are subject to change. This is separate from NY Safe class tuition and fingerprinting costs.

Do I need a Maryland Handgun Qualification License (HQL) to apply?

No. HQL is a Maryland resident credential for purchasing, renting, or receiving a handgun in Maryland — it is not a Wear and Carry Permit requirement. For most New York residents it also has little practical value: a Maryland FFL generally cannot directly transfer a handgun to an out-of-state resident. Under federal law, interstate handgun transfers must typically be completed through an FFL in the buyer’s home state. Your Maryland Wear and Carry Permit application does not require an HQL.

Is the Maryland class a prerequisite for the DC module?

Yes. NY Safe’s DC training track requires the NY 18-hour class first, then the Maryland module, then the DC-specific class. The Maryland module is step two of the three-step DC track.
