Can New York residents get a Maryland Wear and Carry Permit?

Yes. Maryland issues Wear and Carry Permits to non-residents on the same shall-issue basis as Maryland residents. You must complete 16 hours of training with an MSP Qualified Handgun Instructor, complete Maryland’s fingerprint process and obtain the required receipt for portal upload, and apply through the MSP Licensing Portal.

Do I have to travel to Maryland for training?

Training is on Long Island — no travel to Maryland required for class. For fingerprinting, Maryland’s process is built around LiveScan electronic fingerprinting and a receipt for portal upload. Some out-of-state applicants may use official MD CJIS ink cards instead: MD CJIS processes and converts those cards and issues the same receipt, but this can add time before you can submit your application. What is the prerequisite for the NY Safe Maryland class?

This is NY Safe’s enrollment requirement, not a Maryland state requirement. A valid New York Pistol License is required to enroll in NY Safe’s Maryland class because our MD curriculum is built on top of our NY CCW 18-hour foundation. If you do not yet hold a NY Pistol License, start with the NY 18-hour CCW class.

Does Maryland recognize my New York Pistol License?

No. Maryland does not honor carry permits from any other state. To carry legally in Maryland you must obtain a Maryland-issued Handgun Wear and Carry Permit from the Maryland State Police.

What score do I need to pass the live-fire qualification?

Per MSP’s Basic Shooting Course for carry permit applicants, you must fire a minimum of 25 rounds from no farther than 15 yards and achieve at least 70% accuracy. Upon passing, you receive the signed MSP 29-14 Certified Qualification Score Sheet required for your permit application.

How long does the Maryland permit last, and what does renewal require?

Your initial permit is valid for two years plus remaining months to your birth month. Renewal permits are valid for three years. Renewal training requires only 8 hours (versus 16 for initial), completed within two years of your renewal submission. You can begin renewing 90 days before expiration.

What is the application fee?

Maryland’s current application fee for an initial Wear and Carry Permit is $125, non-refundable, paid online through the MSP Licensing Portal. Always verify the current fee directly on the MSP Fee Schedule before submitting — fees are subject to change. This is separate from NY Safe class tuition and fingerprinting costs.

Do I need a Maryland Handgun Qualification License (HQL) to apply?

No. HQL is a Maryland resident credential for purchasing, renting, or receiving a handgun in Maryland — it is not a Wear and Carry Permit requirement. For most New York residents it also has little practical value: a Maryland FFL generally cannot directly transfer a handgun to an out-of-state resident. Under federal law, interstate handgun transfers must typically be completed through an FFL in the buyer’s home state. Your Maryland Wear and Carry Permit application does not require an HQL.

Is the Maryland class a prerequisite for the DC module?

Yes. NY Safe’s DC training track requires the NY 18-hour class first, then the Maryland module, then the DC-specific class. The Maryland module is step two of the three-step DC track.
