NY Safe Inc. is a firearms training organization first. We believe that safe, proficient gun ownership depends on regular practice — and regular practice requires affordable, accessible ammunition. We don’t sell ammunition. We handle the legal transfer process so you can buy it online at the best prices and still train the way you should.

This isn’t a workaround. It’s exactly what New York law provides for. As a licensed NYS Seller of Ammunition, we are specifically authorized to receive online ammo shipments and transfer them to qualified purchasers after completing the mandatory NYS NICS background check. We offer this service because we are committed to keeping the shooting sports accessible across New York — not as a profit center.

Why You Need a Transfer

September 1, 2022 (CCIA): Direct-to-consumer ammunition shipments became illegal in New York. All online ammo purchases must ship to a licensed NYS Dealer of Firearms or a registered NYS Seller of Ammunition. Receiving a direct shipment is a violation — regardless of your pistol license or permit status.

September 13, 2023: A mandatory background check through the NYS NICS system became required for every ammunition purchase. This applies to every transfer, every time — there are no grandfathered exemptions and no exceptions for existing license holders.

Required by law — in-person pickup only. NY Penal Law § 400.03(7) mandates that the final transfer of ammunition between the seller and the transferee must occur in person. The seller is also required to physically examine a valid photo ID at the time of transfer. We cannot ship your ammunition to you after clearance, and we cannot release it to anyone other than the registered transferee. All transfers occur at our licensed Hauppauge location.

Pro Tip: Order Full Cases — Save Money, Train Better

We recommend ordering full cases of ammunition whenever possible. A full case from a single manufacturer typically carries one lot number — meaning the entire order processes as a single $25 flat-rate transfer, regardless of round count. Whether it’s 500 rounds or 1,000, one lot number is one transfer fee.

Mixed orders from multiple brands or partial boxes from different production runs often carry multiple lot numbers. Each additional lot beyond five adds $5 to your transfer cost — with no benefit to your training.

Beyond cost, ammunition from a single lot is more uniform in pressure, velocity, and point of impact. As a training organization, we know that consistency matters when you’re building muscle memory, tracking your performance, and developing real proficiency.

Complete your pre-registration
First-time customers complete a one-time profile with the personal information required by NYS NICS. Once on file, your profile covers all future transfers — no need to re-submit each time. This takes about 5 minutes and must be done before your first order.

Contact us to confirm your slot
Before placing your online order, reach out to confirm we have available storage and processing capacity. This prevents delays on arrival and ensures a smooth experience from start to finish. Do not order until your slot is confirmed.

Order online and ship to NY Safe
Purchase from any online retailer that ships to a licensed NYS Seller of Ammunition and use our Hauppauge address as the destination. We are listed on TargetSports USA and Lucky Gunner — search zip code 11788 and select NY SAFE INC.

We receive and log your shipment
Upon delivery we document receipt, verify lot numbers against your order, and notify you. We then initiate the NYS NICS background check immediately.

Background check processed
We submit your information to the NYS NICS system. Upon receiving a “PROCEED” response your transfer is cleared and we contact you to schedule pickup. If a “DELAY” is returned we notify you immediately and keep you updated throughout.

In-person pickup — you must be present
New York law requires the final transfer to occur in person at our licensed Hauppauge location. You must present a valid photo ID at pickup — we are required by law to verify your identity before releasing your ammunition. We cannot release it to anyone other than the registered transferee. Our hours are flexible; please complete pickup within 5 business days of clearance notification.

Storage & Other Important Details

In-person pickup required by law

NY Penal Law § 400.03(7) mandates the transfer must occur in person at our licensed premises. Valid photo ID is required. We cannot release ammunition to anyone other than the registered transferee.

5-day pickup window

Pickup must be completed within 5 business days of clearance notification. Orders held beyond this window will incur storage fees. We will notify you promptly when your transfer clears.

30-day limit

Orders not picked up within 30 days of arrival become the property of NY Safe Inc. We will make every effort to contact you before this occurs.

Separate invoices = separate transfers

Each seller and each purchase transaction is a separate transfer subject to its own $25 fee. Consolidate orders from a single vendor where possible to reduce cost.
