Reference letters are Step 2 — not Step 1. Here's the correct order:

1.Complete your mandatory 18-hour CCW trainingrequired before you can apply. Your training certificate is a required document.
2.Gather 4 reference letters from non-family members who have known you at least 2 years.
3.Have letters notarized — required in NYC; typically required in Nassau and Suffolk as well. NY Safe has a Notary Public on staff.
4.Submit your completed application to your county licensing authority.

What Is a CCW Reference Letter in New York?

A character reference letter for a NY pistol permit is a written statement from someone who knows you personally and can attest to your integrity, responsibility, and suitability to own and carry a firearm. Requirements vary by county:

Requirements by County

New York City — Notarized letters required from individuals who have known you at least 2 years.

Suffolk County — Typically requires 4 reference letters.

Nassau County — Requires 4 reference letters from non-family members.

Who Can Write a Reference Letter?

To maximize credibility, choose references who can objectively vouch for your character. Strong choices include:

Carry strong professional credibility with licensing officers.

Must be able to speak to your judgment and character personally.

FAQ: NY CCW Reference Letters

Do I need to complete training before getting my reference letters?

Yes. New York requires you to complete an 18-hour CCW training course before your permit application can be submitted. Your training certificate is a required document. We recommend completing training first, then collecting your reference letters as you assemble the rest of your packet.

How many reference letters do I need?

Premises-based licenses typically require 2 reference letters. Concealed carry applications require 4.

Can family members write a reference letter?
